Abstract

This study explores the evolving landscape of Multi-Criteria Decision Making (MCDM) applications in the context of IT strategic planning through a comprehensive bibliometric and systematic literature review. Based on 197 articles published between 2015 and 2025, bibliometric analysis reveals a growing interest in integrating MCDM with strategic decision-making, particularly using AHP, fuzzy logic, and hybrid models. Key themes include decision support, prioritization of strategies, and performance evaluation across IT management domains. A focused review of 126 highly relevant studies shows that SWOT-MCDM integrations are increasingly adopted to enhance objectivity in strategic planning, with AHP and fuzzy methods dominating due to their structured and adaptable frameworks. This review highlights the methodological trends, application areas, and research gaps in the use of MCDM for IT strategy formulation. The findings provide valuable insights for researchers and practitioners aiming to adopt multi-criteria approaches in complex, uncertain, and dynamic IT environments.
