Abstract

Population administration services are basic for citizens, so they are important for development. Dispendukcapil Surabaya launched
the Klampid New Generation innovation to improve the quality of administrative services. A superior application in terms of time,
cost, convenience, transparency, non-discrimination, and fast. This study aims to describe the residents' adoption of Klampid New
Generation. This study uses the theory of diffusion and adoption of Everett Rogers' innovation to see how an innovation is adopted
and accepted by its users. This research was conducted in Karah Village which is one of the areas of Surabaya City which has a
large population, so it must be managed properly. This study uses a qualitative method with a case study approach. Researchers
used to interview and observation methods to obtain data. Researchers will be in the community in Karah Village to see how the
Klampid New Generation innovation is running. The results of this study indicate that there is a problem with the adoption of
KNG innovations. Organizers such as village staff, RT/RW heads, and cadres socialize the advantages of KNG to attract people
to submit population documents. However, not all of the organizers are familiar with and know about KNG, so the dissemination
of innovation to residents is hampered. Many of the residents do not take care of their residence documents independently, because
many do not master technology. They make requests by coming to the village office so that the residents do feel not all the benefits of
KNG. Only a few residents make submissions independently via KNG citizen accounts. This is because residents are busy with
work and school, so they submit all submissions for population documents to sub-district staff, RT/RW, and cadres.
