Abstract

Abstract Since the emergence of Covid-19, the lives of informal workers have changed, not starting for street vendors.
This happens because of the policies of the government that limit the space for people to move, so that it has an impact on
the income of informal workers. The need to survive amid a decline in income during the Covid-19 pandemic requires a
strategy so that informal workers can survive, especially for overseas street vendors. This article aims to explore the
problems experienced by overseas street vendors during the Covid-19 pandemic, as well as to analyze the strategies used
in an effort to survive by conducting a case study of Madurese ethnic street vendors in the city of Surabaya. This study
uses a descriptive qualitative method with an analysis of the survival mechanism of James C Scott. This research was
conducted in 2021 in the city of Surabaya. Data collection is done by means of observation and deepening. The results
show that there are several survival strategies used by overseas street vendors, especially the Madurese ethnic as urbanites,
namely 1) reducing employee salaries, 2) managing contests and making priorities, 3) doing side jobs, 4) and relying on
social relations
