Abstract

In running their business, MSME actors are required to have business legality. Business legality is intended to make it easier for
MSME actors to develop their businesses. NIB as business legality that applies to business actors in Indonesia today. The
purpose of this study is to further identify the NIB for MSME actors through their experiences as well as analyze the data
findings with relevant theories. The approach used in this research is a qualitative phenomenological approach, with data collection
methods through observation, interviews, and literature study. The results showed that the SMEs themselves started their business
armed with the skills they had from hobbies. In running their business, SMEs have experienced many ups and downs. In
addition, the recommendation from the Surabaya City Government is to immediately take care of NIB until a ball pick-up is
carried out, making MSME actors immediately take care of it. Business actors understand NIB as business legality but it does
not seem to have a significant impact on consumers. However, the management of NIB is still carried out as a group awareness as
described in the phenomenological theory. In the future, MSME actors hope that their business can develop well
