Population administration has an important role in archiving various population events that occur in
a country. The importance of administration is sometimes not accompanied by public awareness in
orderly processing of these important documents. This can happen due to a lack of understanding and
bureaucratic difficulties in managing population administration. This is a special concern, especially
for the Surabaya City government in regulating the population administration documents of its
citizens through the Kalimasada program. Kalimasada is a program from the Surabaya City
Population and Civil Registration Department to create an environmental area where the community
is aware of population administration by simplifying services, namely making services at the lowest
level such as RT. This program is a new program so its existence must be disseminated to the
community through an outreach process. This then makes researchers interested in finding out how
important the socialization process is in creating a habitus for people who are aware of population
administration. The aim of this research is to find out the role of socialization in forming the habitus
of the Jambangan Village community who are aware of population administration. This research uses
qualitative methods with data collection techniques in the form of observation, interviews and
documentation. The data was then analyzed using Pierre Bourdieu's theory about habitus and Peter
L Berger's theory about social construction. The results of the research show that socialization has a
role in internalizing awareness values regarding compliance with population administration
documents so as to form a conscious habitus of population administration in the Jambangan subdistrict community. This population awareness habit can be seen from the large number of residents
who take care of population administration documents both in the sub-district and at the RT/RW hall
