Early marriage is a deviation from the age of marriage where marriage is performed when
one or both of the bride and groom are under 19 years of age. However, the parents of
the male party and/or the parents of the female party may request dispensation from the
Religious Court on the grounds of extreme urgency with sufficient supporting evidence to
still carry out the marriage. This marriage dispensation requires the underage bride and
groom to undergo premarital counseling. Premarital counseling is usually facilitated by
the Religious Court, but in Madiun District premarital counseling is facilitated by the
Office of Population Control, Family Planning, Women's Empowerment and Child
Protection. This study aims to provide an overview of premarital counseling in an effort
to reduce the number of early marriage cases carried out at the Madiun Regency
Population Control, Family Planning, Women's Empowerment and Child Protection
(DPPKBPPPA) Office. This research uses a qualitative approach with descriptive
methods. Data collection was taken using observation, interview, and documentation
techniques. The results of this study indicate that premarital counseling facilitated by
DPPKBPPPA Madiun Regency in an effort to prevent early marriage functions as a
medium for maturing the age of couples. The pre-marital counseling that is carried out is
expected to provide a broader view to prospective brides regarding pre-marriage life.
Meanwhile, the decision to marry is returned to the prospective bride and groom and the
decision of the Religious Court regarding the granting of marriage dispensation.
Premarital counseling is required before obtaining marriage dispensation from the
Religious Court, with the aim of persuading underage couples not to marry before
reaching the legal age of marriage.
