This research discusses the transformation of population administration services in Lamongan Regency, which
includes the implementation of Digital Population Identity (IKD) and online-based Deed services. The digital era and
advances in information and communication technology have brought significant changes in population
administration services, allowing people to access services online, which are more efficient and practical. The
research method used is a qualitative approach with a descriptive research type. Primary data was obtained through
observations and interviews with population administration service officers and communities who use IKD and onlinebased Deed services. Secondary data was obtained through literature study. This research aims to analyze the benefits
and challenges of transforming population administration services for the community in Lamongan Regency. The
research results show that the transformation of population administration services provides significant benefits for
the people of Lamongan Regency. The benefits include administrative efficiency, better service, and the use of
information technology. However, there are also challenges, such as a lack of public awareness about the importance
of population administration, a lack of technological skills in certain circles, and limited internet access in some
areas. In the context of Talcott Parsons' modernization theory, this transformation reflects a change from traditional
to modern ways in administrative services. population. This brings benefits in efficiency and quality of service, but
also requires adaptation by society and overcoming challenges such as resource shortages and data security. This
transformation has the potential to improve the quality of life of the people of Lamongan Regency through better
services.
