Abstract

Poverty is one of the social problems that still occurs in Indonesia. One of the causes of poverty is due to abundant
human resources and this is coupled with a low level of quality of human resources, giving rise to various
limitations in knowledge, skills and activities carried out. This can have an impact on limitations in employment
opportunities resulting in someone not having a job or being unemployed. The city of Surabaya is the capital of
East Java and is one of the largest cities after DKI Jakarta, but the poverty level of the people in Surabaya is still
widely found. So the government is making efforts to help alleviate existing poverty by establishing the PNM
Mekaar program which is aimed at underprivileged women to be able to develop businesses that are currently
being pioneered. The aim of this research is to describe the background of the people who participate in the PNM
Mekaar program. Apart from that, to explain the subjective and objective meaning of the PNM Mekaar program
in alleviating poverty that occurs in the Surabaya area. The method in this research uses qualitative with a case
study approach which is connected to social construction theory. All forms of information were obtained through
observation, interviews and journals as reference material in previous research. The results of this research show
the subjective meaning and objective meaning of the people who participate in the PNM Mekaar program.
