Bridging Faith and Lifelong Learning in Innovation Collaborative Governance: Integration of Islamic Values in Indonesia’s Recognition of Prior Learning (RPL) Programs

This study explores the role of Recognition of Prior Learning (RPL) in strengthening lifelong learning and inclusive education through collaborative governance in Bojonegoro Regency, Indonesia. The objectives are to analyze RPL practices and implementation, and to formulate policy recommendations grounded in Islamic values involving government, educational institutions, religious organizations, and communities. A mixed-methods approach was employed, combining literature review, interviews, and focus-group discussions with a large-scale survey and secondary data analysis. Findings show that RPL has expanded access to non-formal education but faces challenges of limited funding, facilitator capacity, and inadequate outreach. Enabling factors include community support and the integration of Islamic values. Policy recommendations emphasize increased budget allocation, facilitator training, broader dissemination, and sustainable monitoring and evaluation. This research contributes to inclusive education policy development while underscoring the role of collaborative governance in advancing sustainable development and human resource competitiveness.
