Abstract

This study investigates effective strategies to enhance employee performance within the Regional Secretariat Office of the Surabaya City Government, focusing on the roles of workload, work discipline, and work motivation. The research involved a sample of 80 employees from the aforementioned office, selected to represent the administrative staff. Data collection was meticulously conducted through structured questionnaires, ensuring comprehensive insights into the perceptions of the employees. The subsequent analysis was performed using SmartPLS software, a robust tool for partial least squares structural equation modeling, which allowed for the examination of complex relationships between variables. The empirical findings reveal that workload, surprisingly, does not significantly impact employee performance, suggesting that current workload levels may be manageable or that other factors mitigate its direct effect. In contrast, both work discipline and work motivation were found to exert a positive and significant influence on employee performance. These crucial findings underscore the importance of fostering strong work discipline through clear policies and consistent enforcement, and cultivating high work motivation among employees through effective incentive programs and a supportive work environment. The study contributes significantly to the understanding of human resource management in public sector organizations, providing actionable insights for policy-makers and HR practitioners aiming to optimize civil servant productivity and achieve organizational goals more effectively.
