This research is motivated by the phenomenon of optimizing the utilization of Surabaya City assets by The Administration, Utilization and Transfer of Regional Assets Division at the Surabaya City Financial and Regional Asset Management Agency. This study aims to analyze the influence of transformational leadership style and workload in encouraging optimal employee performance, especially in government agencies that have great responsibility in managing regional assets. The research method used is quantitative. Data were obtained by distributing questionnaires with purposive sampling techniques to a number of respondents who were employees in The Administration, Utilization and Transfer of Regional Assets Division at the Surabaya City Financial and Regional Asset Management Agency. Data analysis was carried out using SEM PLS to test the influence of independent variables on dependent variables. The results of the study showed that transformational leadership style has a positive influence on employee performance and workload also has a positive influence on employee performance.
