Abstract

This study aims to analyze the influence of organizational culture on employee commitment in the Gubeng District Office, Surabaya. A quantitative approach was applied using a survey method involving 89 respondents. Data were collected through a questionnaire that had been tested for validity and reliability using SPSS version 29. The results of the simple linear regression analysis show that organizational culture has a positive and significant effect on employee commitment, with a regression coefficient of 0.291 and a significance level of 0.000. The coefficient of determination (R²) of 0.418 indicates that organizational culture explains 41.8% of the variance in employee commitment. These findings suggest that organizational values such as discipline, responsibility, teamwork, and effective communication—when consistently implementedcan enhance employee loyalty and emotional attachment to the organization. The implications of this study highlight the need for leaders at the Gubeng District Office to continuously strengthen their role as role models in promoting a positive work culture that supports employee engagement. Regular training programs, coaching, and evaluations of work culture are also recommended to ensure the sustainability of organizational values. Therefore, strengthening organizational culture is a strategic effort to enhance employee commitment, maintain organizational performance stability, and improve the quality of public service delivery. This study also provides a foundation for other government institutions to develop human resource management models based on the internalization of organizational culture.
