This study aims to analyze the effect of workload and training on the performance of functional auditor
employees at the Surabaya City Inspectorate, an internal control agency that has a strategic role in
implementing the principles of good governance. With only 30 auditors spread over dozens of regional
apparatus in 2025, high workloads have the potential to cause role stress, reduce productivity, and increase the risk of budget irregularities and internal violations. Training serves as a resource that can improve technical competence and reduce the negative impact of work demands. The Inspectorate has carried out various periodic training programs on audit techniques, report preparation, and the use of the Supervisory Information System application. These have significantly improved employees' ability to detect fraud, even when workloads remain high. In addition, there are indications that the compensation system, such as performance allowances, supports the consistency of auditor performance even under heavy work pressure. This study seeks to determine the extent to which training and workload contribute to auditor performance at the Surabaya City Inspectorate. The results obtained are expected to provide strategic recommendations for human resource management, especially in designing adaptive training programs, managing workloads, and optimizing compensation schemes, so that the effectiveness and efficiency of public supervision continues to increase. Thus, this research contributes both to the development of public sector human resource management theory and practical implementation for government agencies in realizing clean, accountable, and responsive local governance.
