Abstract

This study aims to examine the influence of transformational leadership style and work discipline on employee performance at Asemrowo Community Health Center (Puskesmas Asemrowo) in Surabaya, Indonesia. The background of this research highlights the critical role of human resources in enhancing the effectiveness of public services, particularly in primary healthcare institutions. Employing a quantitative approach with an ex post facto design, the study involved all staff members as respondents using a saturated sampling technique. Data were collected through a structured questionnaire using a five-point Likert scale. The results indicate that transformational leadership, especially in the dimension of inspirational motivation, has a positive impact on employee performance. Employees perceive their leaders as capable of communicating clear goals and fostering enthusiasm in achieving organizational missions. Additionally, work discipline—particularly punctuality—demonstrates a significant contribution to improving service quality and operational continuity. These findings support the Goal Setting Theory, which emphasizes the importance of clarity, challenge, and commitment in enhancing performance outcomes. The implications of this study suggest that the development of adaptive leadership models and reinforcement of workplace discipline are strategic components in strengthening public service performance. Future research is recommended to include mediating variables such as job motivation or job satisfaction, as well as comparative studies across other public service units to broaden the generalizability of findings.
