This study aims to examine the effect of organizational culture and work discipline on the performance of state civil apparatus (ASN) in Tambaksari Subdistrict Office Surabaya. This study uses a quantitative approach using multiple linear regression analysis to determine the extent to which these variables affect employee performance. The sample consisted of 70 respondents, all of whom were civil servants working at the Tambaksari Subdistrict Office. Data were collected through structured questionnaires and analyzed using statistical techniques to test the hypotheses proposed. The results showed that organizational culture and work discipline have a positive and significant effect on the performance of civil servants. These findings suggest that strengthening organizational values and reinforcing disciplinary practices can contribute greatly to improving employee performance. However, this study is limited by its focus on one office, which may affect the generalizability of the findings. Future research should consider a wider geographical coverage and include additional organizational variables to deepen the understanding of the performance factors of civil servants. Practically, the results of this study provide valuable insights for local governments and public institutions in optimizing human resource management.
