Analisis SWOT dalam Perumusan Manajemen Strategi: Studi Kasus Kantor Pelayanan PT Jasa Raharja di Mojokerto

Abstract

The high number of traffic accidents in Indonesia, reaching 110,528 incidents with 18,357 fatalities in 2023, underscores the urgency of managing social protection services effectively and strategically. PT Jasa Raharja, as a state-owned enterprise mandated by Law No. 33 and 34 of 1964, is required to continuously adapt to the dynamics of both internal and external environments, especially at the regional service unit level. This study aims to identify internal and external factors and formulate alternative management strategies for the PT Jasa Raharja Service Office (KPJR) in Mojokerto using a SWOT analysis approach. The research method used is descriptive, with data collection techniques including observation, documentation, and interviews. Data analysis is carried out in three stages: the development of the IFE Matrix, the EFE Matrix, and the TOWS Matrix. The study results show that the IFE Matrix score is 2.73 and the EFE Matrix score is 3.05, both above the average value. The research results show that the IFE Matrix score is 2.73 and the EFE Matrix score is 3.05, both above the average value of 2.50, indicating that KPJR Mojokerto has a strong internal position and good ability to respond to the external environment. Based on the TOWS Matrix, eight strategy alternatives were formulated, including accelerating digital education through the JRku app, strengthening the integration of public service systems, organizing the marketing organizational structure, developing community-based outreach, emphasizing the advantage of fast claims, and building a creative and innovative work culture. The limitation of this study is that it focuses on a single regional service office. Future research is suggested to use advanced analytical tools such as QSPM or Balanced Scorecard with a broader scope of objects.
